In the beginning of the 1980s increasing environmental requirements imposes by German environmental legislation forced our industrial shareholders to take actions with respect to their energy production. There were two alternatives: to revamp the old, small plants that each shareholder owned by himself or to join together and to build a new, bigger central plant.
For ecological and economical reasons a central plant had more advantages. Because the shareholders (a public-private-partnership of local industry and local authorities) were experienced in the combustion of domestic coal they decided to erect a coal combustion facility. In 1990 the combined heat and power plant was commissioned with a high efficient flue-gas cleaning system.
